The USDA National Organic Program (NOP) has cancelled the Fall 2025 National Organic Standards Board (NOSB) meeting and public comment webinars, originally scheduled for November 4–6 in Omaha, NE.

Earlier this month, before NOP staff were furloughed due to the federal government shutdown, contingency plans were issued that would cancel the meeting if staff were not back in the office by October 22. With the shutdown still unresolved, the meeting and webinars will not take place.
At this time, USDA has not announced whether the Fall 2025 agenda will be rescheduled or carried forward to the next meeting. Dates for the Spring 2026 NOSB meeting have not yet been released.

The Organic Trade Association has submitted comments on the Fall 2025 agenda, which remain available along with our At-A-Glance meeting overview below.

The National Organic Standards Board (NOSB) will meet to discuss substances petitioned for addition to or deletion from the National List of Allowed and Prohibited Substances (National List), substances due to sunset from the National List in 2027, and recommendations on organic policies.

The NOSB typically meets twice per year in various locations around the United States. Prior to meetings, the NOSB reviews written public comments and listens to oral public comments. During meetings, the NOSB discusses agenda items, and then votes on recommendations to the Secretary in a public forum. Detailed meeting information, including agendas, locations, links to join virtually, proposals, and public comments, will be posted below as it becomes available. For information on previous meetings, visit the NOSB meetings page.

The Fall 2025 Meeting of the National Organic Standards Board (NOSB) will take place in-person November 4-6 in Omaha, NE. Virtual oral comment webinars are scheduled to take place in advance of the meeting, October 28 & 30. The deadline to submit written comments and sign up for virtual and in-person oral comments has closed.

NOTE: The National Organic Program has issued the following contingency plan in response to the government shutdown:

  • If NOP staff return by opening of business (9 am Eastern) on October 16, 2025, the meeting will take place in-person in Omaha, NE. The meeting and the public comment webinars will also be livestreamed.
  • If NOP staff return after opening of business October 16 and before opening of business (9 am Eastern) October 22, 2025, the meeting and public comment webinars will take place virtually.
  • If NOP staff do not return by opening of business (9 am Eastern) October 22, 2025, the meeting and public comment webinars will be canceled.

The meetings are free, open to the public, and no registration is required, except to sign up for oral comments. Times shown for face-to-face meetings are always in the meeting location’s local time zone. Webinars and commenting deadlines are always based on the Eastern time zone.
