The NOSB typically meets twice per year in various locations around the United States. Prior to meetings, the NOSB reviews written public comments and listens to oral public comments. During meetings, the NOSB discusses agenda items, and then votes on recommendations to the Secretary in a public forum. OTA Comments to the Board 

How to Participate

The National Organic Standards Board (NOSB) invites the public to submit written comments and/or provide oral comments at its Spring 2026 business meeting.  

Written public comments must be received by 11:59 p.m. ET May 4, 2026. 
Requests for oral comment speaking slots must be received by 11:59 p.m. ET April 27, 2026.

Written Comments

Please submit feedback on the NOSB Subcommittee proposals via Regulations.gov. (Docket # AMS-NOP-25-0914). The deadline to submit written comments is 11:59 p.m. ET on May 4, 2026.

Go to Regulations.gov and search for docket # AMS-NOP-25-0914.

  • Choose the “Documents” tab
  • Under the Notice for the meeting choose the “Comment Button”
  • Read the “Commenters Checklist” for best practices and submit your comment. See page for accepted file formats.
  • To submit a comment on behalf of multiple commenters, click “upload attachment with multiple comment submissions”, and you will be prompted to provide the total number of comments.  This number will be reflected in the overall comment count.  

Oral Comments

Oral comment registration is open. The deadline to register for an oral comment slot is 11:59 p.m. ET on April 27, 2026, or until capacity is reached. Once capacity is reached, the registration forms will close automatically.

The Board will hear comments during the dates and times shown below. Please note the time zone.  

Tues., Tuesday, May 5 and Thursday, May 7 from Noon - 5:00 pm Eastern, virtually via Zoom.
Tues., May 12, in person in Omaha, Nebraska, approximately 2:00 - 5:00 p.m. CT.

  • Commenters will be scheduled in the order in which they registered. Scheduling requests may be accommodated where possible.
  • Commenters are limited to one, 3-minute speaking slot.
  • Once you submit your registration request, you will receive an email with more detailed instructions for providing oral testimony, including the Zoom links to join the webinars.
  • If you signed up for oral comment but can no longer speak, please notify Michelle Arsenault at michelle.arsenault@usda.gov

The National Organic Standards Board (Board) will meet to discuss the following topics: substances petitioned for addition to, or deletion from, the National List of Allowed and Prohibited Substances (National List); substances due to sunset from the National List in 2028; and recommendations on organic regulations.

The Board typically meets twice per year. Prior to meetings, the Board reviews written public comments and listens to oral public comments. During meetings, the Board discusses agenda items and then votes on recommendations to the Secretary of Agriculture in a public forum.
